In diesem Bereich ergibt sich für die Supermacht USA und deren Verbündete eine Inflationierung möglicher Gegner. Es kommt hinzu, dass es unmöglich ist, den Terrorismus (der keine Einheit bildet) nur mit militärischen Mitteln zu besiegen. Die neue Strategie verbindet das Prinzip der Distanzverteidigung des Westens mit dem Prinzip konsequenter Gefahrenabwehr im eigenen Land. Vize-Admiral a.D.
